The «Timber Sycamore» Program As an Instrument of American Influence in Syria: a Historical Analysis

dc.description.abstractThe article examines the «Timber Sycamore» program, initiated by the CIA and U.S. allies to support the Syrian opposition during the Syrian Civil War. It analyzes the political and strategic motives of American foreign policy, the mechanisms of cooperation with regional partners (Saudi Arabia, Qatar, Turkey), and the impact of this covert operation on the course of the conflict. The program’s role as an instrument of proxy warfare is assessed, and conclusions are drawn regarding its implications for regional security and global geopolitical rivalry. The purpose of this article is to conduct a historical analysis of the «Timber Sycamore» program as an instrument of American influence in Syria and to evaluate its political, strategic, and security consequences for the civil war and regional stability in the Middle East. The methodology is based on the principles of historicism, objectivity, and systemic analysis, employing a combination of methods: the historical method is used to reconstruct the stages of the program’s creation and implementation; the comparative-political method is applied to juxtapose it with other American operations, including the Afghan “Cyclone” program; a systems approach allows the program to be considered as part of the broader U.S. strategy in the Middle East; and the geopolitical approach facilitates the assessment of the program within the context of U.S. – Russia global rivalry. The scientific novelty of the study lies in the comprehensive historical analysis of the «Timber Sycamore» program as an instrument of American influence in Syria. Conclusion. The «Timber Sycamore» program served as a key instrument of American influence in Syria, implemented through support for opposition forces within the framework of proxy warfare strategy. Analysis shows that, despite substantial financial and military-technical resources, the program did not achieve its primary objective of regime change in Bashar al-Assad’s government. At the same time, it affected regional stability, intensified competition among external actors, and demonstrated the limitations of covert operations in complex, multi-layered conflicts.
dc.description.abstractУ статті досліджується програма «Timber Sycamore», започаткована ЦРУ та союзниками США для підтримки сирійської опозиції під час громадянської війни в Сирії. Проаналізовано політичні та стратегічні мотиви американської зовнішньої політики, механізми взаємодії зі союзниками (Саудівська Аравія, Катар, Туреччина) та вплив цієї таємної операції на перебіг конфлікту. Визначено її роль як інструменту реалізації концепції «проксі-війни» та зроблено висновки щодо наслідків для регіональної безпеки та глобального геополітичного протистояння. Метою даної статті є здійснення історичного аналізу програми «Timber Sycamore» як інструменту американського впливу в Сирії, а також визначення її політичних, стратегічних і безпекових наслідків для перебігу громадянської війни та регіональної стабільності на Близькому Сході. Методологія дослідження ґрунтується на принципах історизму, об’єктивності та системності із залученням комплексу методів: історичний метод застосовується для реконструкції етапів створення та реалізації програми «Timber Sycamore»; порівняльно- політичний – для зіставлення її з іншими американськими операціями (зокрема, афганською операцією «Cyclone»); системний підхід дозволяє розглядати програму як складову ширшої стратегії США на Близькому Сході; геополітичний підхід забезпечує оцінку програми у контексті глобального протистояння США та Росії. Наукова новизна полягає у комплексному історичному аналізі програми «Timber Sycamore» як інструменту американського впливу в Сирії. Висновок. Програма «Timber Sycamore» виступила ключовим інструментом американського впливу в Сирії, реалізованим через підтримку опозиційних сил у рамках стратегії «проксі-війни». Аналіз показав, що, попри значні фінансові та військово-технічні ресурси, програма не досягла головної мети – зміни режиму Башара Асада. Водночас вона вплинула на регіональну стабільність, посилила суперництво між зовнішніми акторами та продемонструвала обмеження прихованих операцій у складних багаторівневих конфліктах.
