dc.description.abstractУ статті обґрунтовано теоретико-прикладні засади удосконалення механізмів державного регулювання аграрного сектору України в контексті формування адаптивної політики розвитку. Актуальність дослідження зумовлена поєднанням воєнних ризиків, кліматичних змін, логістичних обмежень, структурних диспропорцій виробництва, євроінтеграційних зобов’язань та необхідності збереження продовольчої безпеки. Запропоновано розглядати адаптивну аграрну політику як систему безперервного коригування цілей, інструментів і процедур державного впливу на основі ризик-орієнтованої діагностики, цифрових даних, регіональної диференціації та оцінювання результативності. Визначено складові нормативно-правового, фінансово-бюджетного, цифрово-інформаційного, інституційно-координаційного, ринково-логістичного, еко-кліматичного та соціально-територіального механізмів. Практична цінність результатів полягає у можливості їх використання для модернізації державної підтримки агровиробників, розвитку Державного аграрного реєстру, підготовки регіональних програм відновлення та наближення інструментів регулювання до підходів Спільної аграрної політики ЄС.
dc.description.abstractThe article substantiates the theoretical and applied foundations for improving the mechanisms of state regulation of Ukraine’s agricultural sector in the context of forming an adaptive development policy. The relevance of the topic is determined by the simultaneous influence of military threats, climate risks, destruction and deterioration of infrastructure, fluctuations in export logistics, financial constraints for agricultural producers, regional asymmetry of production potential and the need to approximate national regulatory instruments to the principles of the Common Agricultural Policy of the European Union. The purpose of the study is to develop a conceptual approach to the modernization of state regulation mechanisms that would ensure the resilience, competitiveness and territorial balance of the agricultural sector under conditions of uncertainty. The methodological basis of the study is formed by the system approach, institutional analysis, comparative analysis, structural and functional classification, risk-oriented logic, generalization and scientific abstraction. These methods made it possible to identify the limits of fragmented administrative intervention and to justify the transition to an adaptive regulatory model based on data, transparent targeting, performance monitoring and feedback. The results of the study include the author’s interpretation of adaptive agricultural policy as a system of continuous adjustment of goals, instruments and procedures of public influence on the basis of risk diagnostics, digital registries, regional differentiation and evaluation of effects. The paper proposes a portfolio of regulatory mechanisms: legal and regulatory, financial and budgetary, digital and information, institutional and coordination, market and logistics, ecological and climate, as well as social and territorial. Particular attention is paid to the role of the State Agrarian Register as an infrastructure for transparent distribution of support, verification of beneficiaries, accumulation of evidence and gradual transition to a performance-based model of public financing. The practical value of the article lies in the possibility of applying the proposed approach to the design of state support programs for farmers, preparation of regional recovery strategies, improvement of agricultural policy monitoring, development of advisory services and coordination of domestic instruments with European standards. The proposed adaptive cycle can be used by public authorities, local self-government bodies and development institutions to combine anti-crisis response with long-term structural modernization of the agricultural sector.
