dc.description.abstractОбґрунтовано методологічні засади інтегрального оцінювання розвитку регіональної туристичної інфраструктури в умовах структурних трансформацій та воєнних обмежень. Запропоновано композитний підхід до формування інтегрального індексу, що базується на поєднанні матеріально-ресурсного, соціально-еколого-економічного та інноваційно-інклюзивного блоків показників. Розроблено алгоритм нормування індикаторів-стимуляторів і дестимуляторів, агрегування підблоків та інтегральних оцінок із використанням рівнозважених коефіцієнтів. Особливу увагу приділено врахуванню воєнно-безпекового чинника та застосуванню інфраструктурних проксі-показників за умов обмеженої регіональної статистики. Проведено апробацію методики на матеріалах областей України за 2021–2024 рр., що дозволило здійснити типологізацію регіонів за моделлю «ядро – напівпериферія – периферія» та виявити просторові дисбаланси розвитку туристичної інфраструктури. Отримані результати можуть бути використані для обґрунтування рішень регіональної туристичної політики та стратегічного планування післявоєнного відновлення.
dc.description.abstractThe article substantiates methodological principles for assessing the development of regional tourism infrastructure using a composite approach to integrated evaluation. The relevance of the study is driven by pronounced spatial disparities in tourism development, limited availability of detailed regional tourism statistics, and the need to incorporate security, environmental, and innovation-related factors under conditions of economic transformation and wartime constraints. The purpose of the research is to develop and test a multidimensional methodological framework for forming an integral indicator that ensures interregional comparability and supports evidence-based regional tourism policy. he methodology is based on a three-level hierarchical structure. At the first level, individual indicators are selected and normalized using the min–max method with differentiation between stimulators and destimulators. At the second level, normalized indicators are aggregated into sub-blocks and integrated blocks using additive convolution with equal weights, which ensures methodological neutrality and minimizes subjectivity. At the third level, a general integral index of regional tourism infrastructure development is calculated as the average value of the material-resource, socio-ecological-economic, and innovation-inclusive blocks. The material-resource block reflects transport-logistical accessibility, accommodation and food services capacity, and cultural and recreational infrastructure. The socio-ecological-economic block captures social significance, environmental sustainability, investment attractiveness, economic performance, and wartime security constraints. The innovation-inclusive block evaluates digitalization, regional innovation potential, and barrier-free accessibility of tourism infrastructure. The approbation confirms the robustness and practical applicability of the proposed methodology, revealing spatial polarization of tourism infrastructure development and providing a basis for strategic planning and post-war recovery of regional tourism systems
